U.S. Southern Command Establishes Dedicated Autonomous Warfare Command for Latin America
Gen. Francis Donovan directed the stand-up of the SOUTHCOM Autonomous Warfare Command to deploy aerial, surface, and underwater drones across the Caribbean, Central America, and South America. The new subcommand institutionalizes unmanned warfare in a theater where the administration has already killed at least 168 people in 49 strikes on alleged drug boats.

U.S. Marine Gen. Francis L. Donovan, commander of U.S. Southern Command, has directed the establishment of a new SOUTHCOM Autonomous Warfare Command, or SAWC, according to an April 21 press release issued from SOUTHCOM headquarters in Doral, Florida.
Once operational, SAWC will be "dedicated to employing autonomous, semi-autonomous, and unmanned platforms and systems to counter threats and challenges across domains." The command is intended to "refine and deploy aerial, surface, and underwater drones to degrade cartel threats and respond to crises" across the Caribbean, Central America, and South America, per the release distributed through the Defense Visual Information Distribution Service.
Donovan framed the decision around the geography of his area of responsibility. "Our geographic area of responsibility has a wide range of conditions, varied terrain, and diverse operational environments that make it an ideal setting in which to innovate," he said in the release. He added: "From the seafloor to space and across the cyber domain, we fully intend to leverage the clear superiority of the American defense ecosystem by deploying cutting-edge innovation."

What the command will do
SOUTHCOM did not set an operational launch date. In the interim, the release says, the command "will work with the military services and the U.S. Department of War's Defense Autonomous Warfare Group (DAWG) to identify available expertise and capabilities required for the new command to commence operations and fully integrate into SOUTHCOM's mission."
The reference to the "Department of War" reflects the administration's rebranding of the Department of Defense ordered in September 2025. DAWG is the Pentagon-level entity now charged with standardizing autonomous-systems procurement and doctrine across the services.
The SAWC stand-up makes SOUTHCOM the first geographic combatant command to house a dedicated subordinate command for unmanned warfare. The other five geographic combatant commands — INDOPACOM, EUCOM, CENTCOM, AFRICOM, and NORTHCOM — operate drones through their component services and joint task forces, not through a standing command built around autonomy.
The operational context
The announcement lands as SOUTHCOM is conducting the largest overt lethal campaign of its modern history. Operation Southern Spear, the Trump administration's maritime strike campaign against alleged drug trafficking vessels, has killed at least 168 people in 49 strikes since September, with only one confirmed drug seizure among the destroyed craft. Wire's earlier reporting on Southern Spear documented the gap between strikes and confirmed seizures.
Those strikes have relied on unmanned aircraft operating out of Caribbean and Central American bases. SAWC institutionalizes that capability as a permanent organizational feature of SOUTHCOM, rather than a task-force arrangement that could be wound down after any particular campaign.
Donovan, a career Marine Raider, assumed command of SOUTHCOM on February 5, 2026. He previously served as vice commander of U.S. Special Operations Command. The SAWC announcement is his most substantial structural change since taking over.
What the release did not say
The release does not name a commanding officer for SAWC, does not specify which specific unmanned platforms it will operate, does not identify the service component the command will draw its core staff from, and does not describe what relationship — if any — SAWC will have with existing Joint Interagency Task Force South, the SOUTHCOM subordinate command that coordinates counter-narcotics intelligence. SOUTHCOM also did not disclose a budget line or a manpower figure for the new command.
